Companies House Intelligence — October 2026
Companies House public records document a consistent pattern: Romanian nationals incorporating multiple UK limited companies with locksmith-related names, registered at virtual offices and serviced office addresses, with misclassified SIC codes, and in many cases dissolved before mandatory identity verification requirements took effect. This article documents six confirmed Romanian directors controlling at least fifteen locksmith shell companies. The data is drawn entirely from public Companies House records.

Important framing
This article documents a pattern found in public Companies House records. It does not imply that Romanian nationality is in any way connected to fraud. The overwhelming majority of Romanian nationals in the UK are law-abiding residents and citizens. This article documents specific named individuals whose company formations follow a documented pattern consistent with the fake locksmith shell company model â based entirely on public corporate records, not on nationality alone.
Director nationality is a public field on Companies House records. It is declared by the director at the time of appointment. locksmithscams.co.uk has documented over 180 rogue locksmith companies across multiple sessions of investigation. In cross-referencing company director records a pattern emerges: a disproportionate number of the shell companies matching the rogue operator profile â virtual office addresses, misclassified SIC codes, multiple companies per director, rapid incorporation followed by dissolution â have Romanian nationals as directors.
This pattern is consistent with intelligence from the United States where the Dependable Lock prosecution in Clearwater, Florida documented Israeli nationals coordinating Romanian operatives in an identical fake locksmith call centre model. The UK operation appears to follow the same structure â with Romanian nationals providing the UK corporate identity layer while overseas coordination continues.
The six directors documented below are named because their details are in the public record at Companies House. Every claim is sourced to a specific public filing.

Nicusor Ursu
Nationality: Romanian — DOB: May 1986 — â Pre-ECCTA or unverified
Registered address: 35 Weavers Close, Isleworth, TW7 6EH â residential address in target area
Registered a company called Twickenham Emergency Locksmith Ltd at a residential address in TW7 â the exact postcode of the genuine locksmith who built this database. Dissolved â almost certainly before ECCTA identity verification requirement. Almost certainly replaced with a new company under a different name.
Multiple companies per director
Tudor Gabriel Cerneanu incorporated seven active locksmith companies in five months â March to August 2026. Three of them in two consecutive days. This is not a genuine business building a portfolio of operations. It is industrial-scale shell company creation designed to generate multiple trading identities from one individual.
Virtual office and serviced office addresses
Unit 3 Watling Gate, 297-303 Edgware Road NW9 6NB. Monomark House, 27 Old Gloucester Street WC1N 3AX. 11 Welbeck Street W1G 9XZ. PO Box W5 3BT. These are not locksmith business premises. They are mail handling addresses used by hundreds of companies with no physical presence. The same addresses appear repeatedly across documented fake locksmith operations.
SIC code misclassification
Companies incorporated as locksmith operations are registered under SIC codes for other professional activities, security systems, construction, and general services â not under locksmith service codes. This misclassification may be deliberate â to avoid industry-specific regulatory scrutiny â or may reflect the company formation agent's default categorisation.
Dissolution before identity verification
Several documented Romanian directors dissolved their companies before or shortly after the ECCTA 2023 mandatory identity verification requirement took effect. Nicusor Ursu dissolved Twickenham Emergency Locksmith Ltd. Ionut Gabriel Moisi's UK Top Notch Services Ltd was dissolved with accounts 728 days overdue. The timing is consistent with deliberate dissolution to avoid identity verification â followed by reincorporation under new names.
Target area residential addresses
Nicusor Ursu registered Twickenham Emergency Locksmith Ltd at a residential address in TW7 6EH â Isleworth â the exact operational area documented by locksmithscams.co.uk. The director lived in the target area while creating a fake listing designed to compete with the genuine local operators in that postcode.
Identity verification passed â companies still proliferating
Tudor Gabriel Cerneanu has passed the ECCTA 2023 identity verification requirement. His seven companies all show verification requirements complete. This demonstrates that the ECCTA verification â which was intended to reduce anonymous shell company creation â does not prevent a verified individual from creating multiple shell companies simultaneously. Verification confirms identity. It does not limit the number of companies a verified individual can create.
The Economic Crime and Corporate Transparency Act 2023 introduced mandatory director identity verification. The intent was to reduce anonymous company creation â the nominee director model where an untraceable individual created disposable shell companies. Tudor Gabriel Cerneanu's record demonstrates the limitation of this approach.
He has verified his identity. He is on the public record. His name, date of birth, and nationality are confirmed by Companies House as genuine. And he has used that verified identity to incorporate seven locksmith companies in five months â all at the same serviced office address â all following the same pattern documented throughout this database.
Verification closes the anonymous nominee director route. It does not close the proliferation route. A single verified individual can create an unlimited number of companies. The ECCTA loophole for the rogue locksmith model is not anonymity â it is scale. One verified person. Seven companies. Seven Google Maps listings. Seven phone numbers. Seven trading identities targeting consumers across London.
What would close this loophole
Companies House could implement a limit on the number of active companies a single director can hold in high-risk categories â locksmith, plumber, electrician, roofer â without additional verification. Seven active locksmith companies under one director is not a legitimate business structure. It is a shell company network. A cap of two or three companies per director in these categories â with mandatory additional verification above that threshold â would eliminate the proliferation model without affecting genuine multi-site operators.
This proposal has been submitted to the CMA as part of the locksmithscams.co.uk regulatory evidence base.
The six directors documented above represent confirmed cases from the locksmithscams.co.uk investigation. A comprehensive query of all active UK limited companies with locksmith-related names, filtered by director nationality, is being compiled using the Companies House API. That dataset â when complete â will provide the definitive count of Romanian nationals directing active locksmith companies in the UK. This article will be updated with those figures when available.
Based on the pattern documented here â one director, multiple companies, same address, same model â the true number is almost certainly significantly higher than the six individuals confirmed so far.
